UNDP-EU Partnership Focus on Low Emission Capacity Building

The EU-UNDP Low Emission Capacity Building Programme aims to strengthen technical and institutional capacities at the country level and facilitate the integration of public and private sector activities to address climate change.

The initiative targets 14 priority countries.

UNDPNovember 2011: The UN Development Programme (UNDP), in collaboration with the European Commission (EU) and the Government of Germany (BMU), is implementing the EU-UNDP Low Emission Capacity Building Programme in 14 countries. The initiative aims to strengthen technical and institutional capacities at the country level and facilitate the integration of public and private sector activities to address climate change.

The overall objective is to strengthen country capacities to develop greenhouse gas (GHG) inventory management systems; identify opportunities for nationally appropriate mitigation actions (NAMA); design low emission development strategies (LEDS) in the context of national priorities; design systems for measuring, reporting and verification of proposed actions and means to reduce GHG emissions; and facilitate the design and adoption of mitigation actions by selected industries in some countries. In select countries, such as Argentina, China, Egypt and Mexico, the Programme is also supporting capacity building efforts to develop mitigation action plans for high-emission industries, such as cement, iron and steel, petrochemicals, and fertilizers.

Thus far, selected programme-supported projects fall into one of following categories: identify opportunities for nationally appropriate mitigation actions (NAMAs) and design low emission development strategies (LEDS) in context of national priorities; design of systems for measuring, reporting and verification (MRV) of proposed actions and means to reduce GHG emissions; develop greenhouse gas (GHG) inventory management systems; and facilitate the design and adoption of mitigation actions by selected industries in some countries.

The programme is part of the larger Green Low-Emission Climate Resilient Development Strategy. The 14 participating countries include: Argentina; Chile; China; Colombia; Democratic Republic of the Congo; Ecuador; Egypt; Kenya; Mexico; Morocco; Peru; The Philippines; Uganda; and Zambia.[UNDP Low Emission Capacity Building Programme] [Low Emission Capacity Building Development Programme]
