2 October 2012: A new capacity development network, named CAR@WAN, has been formed by the UN Development Programme (UNDP) Capacity Building for Sustainable Water Resources Management Network (CAP-NET).

The Central Asian network will help develop local capacity to deal a range of complex water issues, including completion in the Aral Sea Basin between water for irrigation downstream and energy needs upstream, increasing climate change variability and the possible collapse of the Central Asian water tower. These challenges are exacerbated by the geo-political situation left with the collapse of the Soviet Union, which transformed rivers in the region into transboundary watercourses.
