© UNDP9 September 2009: UN Development Programme (UNDP) Administrator Helen Clark, in her opening statement to the second Regular Session of the Executive Board of the UNDP and the UN Population Fund (UNFPA), which convened on 9 September 2009, reminded participants of the agreement to develop a common framework to address the economic crisis and to build a more inclusive and greener globalization.

Clark stressed that the links between the achievement of the Millennium Development Goals (MDGs) and sustainable development, and the fact that development and climate change cannot be dealt with separately, have led UNDP to prioritize its support to developing countries on climate issues and the ongoing negotiations for a new agreement. Clark also said 40% of ODA and concessional lending is vulnerable to climate risk and, therefore, countries need to incorporate adaptation measures into their development strategies to protect development investments.
