UN Secretary-General Issues Implementation Matrix of Rio+20 Outcomes

The section on SIDS contains two actions.

“Strengthen the United Nations System support to SIDS in keeping with the multiple ongoing and emerging challenges faced by SIDS in achieving sustainable development” is to be acted upon by DESA and members of the Inter-Agency Consultative Group on SIDS.

“Convene a Third International Conference on SIDS in 2014" is to be acted upon by within the 67th Session of the UN General Assembly (UNGA 67).

Rio+2014 September 2012: UN Secretary-General Ban Ki-moon has issued an “implementation matrix” of the outcomes of the UN Conference on Sustainable Development (UNCSD, or Rio+20). Circulating the matrix to the members of the Executive Committee on Economic and Social Affairs (ECESA) Plus Principals, Ban wrote that the UN system “needs to step up its efforts” to heed the call from Heads of State and Government to better mainstream sustainable development in its work.

The 18-page matrix contains the specific mandates and recommendations addressed to the UN system and other entities. It also provides the lead responsibility associated with each action, as well as a time frame for some actions, per the Rio+20 outcome document.

The section on small island developing States (SIDS), under Part V: Framework for action and follow-up, contains two actions. “Strengthen the United Nations System support to SIDS in keeping with the multiple ongoing and emerging challenges faced by SIDS in achieving sustainable development” (Para 179) is to be acted upon by the UN Department of Economic and Social Affairs (DESA) and members of the Inter-Agency Consultative Group on SIDS. “Convene a Third International Conference on SIDS in 2014 [and] invite the General Assembly at its 67th Session to determine the modalities of the Conference” (Para 180) is to be acted upon by DESA and the Inter-Agency Consultative Group, within the 67th Session of the UN General Assembly.

The section on finance, under Part VI: Means of Implementation, notes support for “further simplification of procedures and assistance to developing countries,” including in assisting SIDS in accessing resources from the Global Environment Facility (GEF). Action is to be taken by GEF and implementing agencies.

Ban also noted the need to integrate the economic, social and environmental dimensions of the UN system’s work, notably at country level, and he called for a systematic response to the guidance and objectives in the outcome document, including through the launch of new activities.
