UN CC:Learn Benin Workshop Considers National Strategy to Strengthen Climate Change Learning

The aim of the Benin workshop on the National Strategy to Strengthen Human Resources and Skills to Advance Green Low Emission and Climate Resilient Development was to develop recommendations for finalizing the national strategy, discuss the framework for its implementation framework, and identify the institutions interested in implementing selected priority actions.

Participants agreed on some elements of the implementation framework and developed a detailed work plan for the next few weeks for finalizing and launching the strategy.

UN CC:Learn19 December 2012: Participants at the Benin workshop on the National Strategy to Strengthen Human Resources and Skills to Advance Green Low Emission and Climate Resilient Development have developed a work plan for finalizing and launching the national strategy.

The workshop was held on 18-19 December 2012, in Cotonou, Benin, and was organized by Benin’s Ministry of Environment, Housing and Urbanism, within the framework of the national UN CC:Learn Project “Strengthening Human Resources and Skills to Address Climate Change.” The aim of the workshop was to develop recommendations for finalizing the national strategy, discuss the framework for its implementation, and identify the institutions interested in implementing selected priority actions.

During the workshop, participants made progress in defining Benin’s national priority actions and the implementation framework for the national strategy. Participants agreed on some elements of the implementation framework, including that: implementation will be supervised by a national steering committee consisting of ministers and representatives of other key institutions; a coordination team will identify, for each priority action, relevant actors that will be involved in planning and implementation; and the National Climate Change Committee will carry out the monitoring and evaluation.

Participants also considered the next steps towards finalizing and launching the national strategy, which is expected to be approved by Benin’s Council of Ministers in February 2013, and developed a detailed work plan for the next few weeks in this regard. A high-level launch event for the strategy is also planned for March 2013.

The UN CC:Learn initiative contributes to the implementation of Article 6 (Education, Training, Awareness) of the UN Framework Convention on Climate Change (UNFCCC). The partnership includes 32 multilateral organizations and its Secretariat is hosted at the UN Institute for Training and Research (UNITAR). Pilot country participants include Benin, the Dominican Republic, Indonesia, Malawi, and Uganda. The Swiss Development Cooperation has provided financial support. [UN CC:Learn Press Release]
