The mechanism is designed to stimulate technology cooperation and to enhance the development and transfer of technologies to support developing countries’ mitigation and adaptation efforts. At the 17th session of the Conference of the Parties (COP 17) to the UNFCCC, which took place in Durban, South Africa, at the end of 2011, parties requested the UNFCCC Secretariat to issue a call for proposals for organizations that would like to serve as the CTC host. The nine proposals come from: the Consortium led by the UN Environment Programme (UNEP); the Research Institute of Petroleum Industry; Det Norske Veritas AS; the Global Environment Facility (GEF); the Technology Information Forecasting and Assessment Council; the International Clean Energy Partnership Association ICEPS e.V; South-South Global Assets and Technology Exchange; the Instituto Tecnologico de Costa Rica; and the Agency for the Assessment and Application of Technology.

An evaluation panel comprising six members of the Technology Executive Committee, the policy arm of the Technology Mechanism, is to meet on 2 April in Bonn, Germany, to decide a short list of up to five candidates.
