OECD Working Paper Makes Recommendations on Ukrainian Environmental Budgeting

March 2011: The Organisation for Economic Co-operation and Development (OECD) has published a new Environment Working Paper, titled “Medium-term Management of Green Budget: The Case of Ukraine,” by Nelly Petkova, Rafal Stanek and Angela Bularga. The paper aims to contribute to the debate on green growth by demonstrating the need for more refined environmental budgets in the context of medium-term expenditure frameworks.

The working paper seeks to assist the Ukrainian government in integrating environmental programmes more effectively into overall programming, financial planning and budgeting practices. The paper discusses and analyzes: medium-term budgeting generally; budget structure and approaches to budgeting in Ukraine; the use of state-targeted programmes; the specifics of the environmental sector; and donor support for the environment in Ukraine.

Among the paper’s major findings is that, although some elements of a broad, medium-term expenditure framework are present in Ukraine, it is not yet government-wide. It also finds that attempts to link national strategies and policies to environmental budgets are hampered by issues such as: unrealistic costing estimates, lack of appropriate target and performance indicators, and lack of capacity to appraise and select investment projects for financing, as well as to monitor and evaluate the achievement of projects’ and programmes’ objectives and results.

The paper concludes with seven recommendations to the national government, 10 to the Ministry of Environmental Protection, and three to donors. [Publication: Medium-term Management of Green Budget: The Case of Ukraine]
