UNFCCC3 December 2014: Namibia has become the first developing country to submit a ‘biennial update report’ (BUR) to the UNFCCC Secretariat. The BUR summarizes Namibia’s actions to implement the Convention, including mitigation actions and their effects.

The BUR includes information on greenhouse gas (GHG) emissions and outlines financial, technological and capacity-building needs and support received.

According to the UNFCCC, BURs represent an important step towards implementing developing country frameworks for measurement, reporting and verification (MRV) to enhance transparency on mitigation actions, effects and support received.

Further BURs are expected based on timelines agreed to during the UN Climate Change Conference held in Cancun in 2011. [UNFCCC Press Release]
