High-Level Segment (HLS)
4 November 2008: The International Telecommunication Union’s
(ITU) High-Level Segment of the Council (HLS) will take place from 12-13
November 2008, in Geneva, Switzerland, and will focus on information and
communication technologies (ICTs) and climate change.

The HLS follows the
opening of the Council and is designed to provide ministers and councilors with
an opportunity to exchange views on issues of strategic importance to the ITU
and on emerging trends in the sector. The HLS is scheduled to address the
following two themes: combating climate change through ICT; and adapting to
climate change: the role of emergency telecommunications.
In parallel to the
HLS, the ITU is organizing a press conference on 12 November at the same venue
and on the same topics. High-level participants will include: Blaise Compaoré,
President of Burkina Faso; Paul Kagame, President of Rwanda; and Hamadoun
Touré, ITU Secretary-General. UN Secretary-General Ban Ki-moon will deliver a
