September 2012: The International POPs Elimination Network (IPEN) has released a report, titled “Citizens’ Report: Implementation of the Strategic Approach to International Chemicals Management (SAICM), 2009-2012.” The report was released in the lead up to the Third International Conference on Chemicals Management (ICCM3), convening from 17-20 September 2012 in Nairobi, Kenya.

The 96-page IPEN report reviews the implementation of SAICM by nongovernmental organizations in eight subregions between 2009-2012. It notes that IPEN organizations have executed over 300 activities in 50 countries across all UN regions, contributing to the SAICM Overarching Policy Strategy (OPS) and 146 of the 273 items in the Global Plan of Action.

The report concludes that SAICM implementation has advanced over the past three years, but that the pace of implementation must be accelerated to achieve SAICM’s 2020 goal for sound chemicals management. It calls for a re-commitment of financial resources from SAICM’s stakeholders.
