23 January 2013: Indonesia has submitted the “Sustainable Urban Transport Initiative” as a Nationally Appropriate Mitigation Action (NAMA), seeking support for implementation. The initiative seeks to foster sustainable urban transport in Indonesian cities through the adoption of measures to stop the increasing motorization in the country and diminish existing externalities of transportation.

During the pilot phase, the programme, which is under development, will initially focus on implementing low-carbon mobility plans in the cities of Medan, Menado and Batam. In this phase, activities to be carried out at the national level include: the development of a policy framework for sustainable, low-carbon urban transport; capacity building; the development of guidelines for local planning; and the monitoring, reporting and verification (MRV) of measures implemented.

In addition, the programme considers the adoption of “tailor-made” local and provincial measures for, inter alia: high quality public transport; parking management; traffic management; spatial planning; and alternative fuels. While the cost of the pilot phase is estimated in the range of US$400 million- US$800 million, it is expected that, at a later stage, the initiative replicate the measures and policies implemented in the pilot phase in other national cities.

The Indonesian Initiative was incorporated in the Prototype Registry to record NAMAs seeking international support.
