IEA Publishes Paper on Efficiency in the Russian Electricity Sector

The IEA has published a consultation paper titled "Toward a More Efficient and Innovative Electricity Sector in Russia," which outlines progress made since 2005, remaining challenges, and key issues and preliminary views emerging from IEA analysis and consultation to facilitate more effective consultation and dialogue with key stakeholders.

IEA23 March 2012: The International Energy Agency (IEA) has published a consultation paper titled “Toward a More Efficient and Innovative Electricity Sector in Russia” that outlines trends and progress since an initial study in 2005.

The report indicates that reforms since the initial study have been impressive and highlights: the unbundling and substantial privatization of generation infrastructure; the introduction of an investment mechanism, including an investment obligation targeted at new buildings; economic regulation and open access arrangements for transmission and distribution networks; and progress toward a more cost-reflective pricing.

The report also outlines key remaining challenges, as well as issues and preliminary views emerging from IEA analysis and consultations to date, aimed at facilitating more effective consultation and dialogue with key stakeholders.
