January 2011: The International Energy Agency (IEA) has published a paper titled “Energy Transition for Industry: India and the Global Context,” which discusses the challenges faced by India in realizing deep cuts in its greenhouse gas (GHG) emissions while achieving a fast pace of economic growth.

The IEA analysis is based on the baseline (expected) and BLUE (highly optimistic) scenarios in its “Energy Technology Perspectives 2010.” The paper highlights specific scenarios per industrial sector, discussing: iron and steel; cement; chemicals and petrochemicals; pulp and paper; and aluminum. In order for India to achieve green growth, it recommends that: national technology roadmaps be developed for the most promising low-carbon technologies; and significant international cooperation on low-carbon growth be undertaken, including use of the Clean Development Mechanism (CDM).
