The First Latin American and Caribbean Dialogue on Climate Finance and Development Effectiveness was organized by the Government of Honduras, with support from the EU through its EUROCLIMA programme, the Latin American Development Bank (CAF), World Bank Institute, the Inter-American Development Bank (IDB), the UN Development Programme (UNDP), and the Central American Bank for Economic Integration (BCIE), among others.
4 May 2012: The First Latin American and Caribbean Dialogue on Climate Finance and Development Effectiveness exchanged concrete experiences on various aspects of climate finance management in Latin America and the Caribbean (LAC), including public policies, the institutional architecture, and mechanisms for financial management.
Held from 2-4 May 2012, in Tela, Honduras, the Dialogue brought together 90 participants from 26 countries in the region and beyond, representing governments, financial institutions, UN agencies, other international organizations and bilateral cooperation entities.
Participants discussed experiences in addressing challenges such as managing national funds, interagency coordination and integrating climate change priorities into national budgets and the budgetary process. The Dialogue also featured presentations about climate financing sources available for the region and how development banks approach climate financing. In addition, working groups generated conclusions on lessons learned and best practice regarding climate finance, capacity building in government entities involved with climate funds and opportunities for South-South cooperation.
The First Dialogue concluded with the adoption og the “Conclusions of Tula,” which all for, inter alia: forming a group of government experts, a “community of practice,” to continue South-South exchange on specific climate finance challenges; systematizing country experiences in the form of “country templates;” and identifying and analyzing barriers to effective climate finance management in the form of national capacities and the capacities of external funding sources to adapt to national and local conditions. Participants further agreed to hold a second Regional Dialogue on specific climate finance challenges either before the end of 2012 or early in 2013.
