November 2010: The Global Environment Facility (GEF) Scientific and Technical Advisory Panel (STAP) has published a “Manual for Calculating Greenhouse Gas Benefits from GEF Transportation Projects.”
The manual, written by The Institute for Transportation and Development Policy, provides a step-by-step guide for development of baseline, impact estimation and calibration of transport projects across a wide range of interventions including transport efficiency improvement, public transport, non-motorized transport, transport demand management, and comprehensive transport strategies. At the heart of methodologies included in the Manual are a series of models that streamline and provide a consistent framework for calculating greenhouse gas (GHG) impact called the Transportation Emissions Evaluation Model for Projects (TEEMP). Eleven specific TEEMP models are included with the manual: bikes sharing; bikeways; bus rapid transit; employer-based commute strategies; eco-driving; expressways; metro; “pay as you drive;” walkability improvement; parking; and railway.
