G20 Finance Ministers Discuss Sustainable Development, Climate Change

Finance ministers and central bank governors of the Group of 20 (G20) released a communiqué from their third meeting under the Turkish G20 presidency, welcoming the outcomes of the Third International Conference on Financing for Development (FfD), and looking forward to successful and positive outcomes at the UN summit for the adoption of the post-2015 development agenda and the UN Paris Climate Change Conference.

g20-turkey5 September 2015: Finance ministers and central bank governors of the Group of 20 (G20) released a communiqué from their third meeting under the Turkish G20 presidency, welcoming the outcomes of the Third International Conference on Financing for Development (FfD3) and looking forward to successful and positive outcomes at the UN summit for the adoption of the post-2015 development agenda and the UN Paris Climate Change Conference.

The meeting evaluated progress on the G20 finance track agenda and discussed necessary actions to ensure a successful delivery of intended outcomes of the G20 Leaders’ Summit in Antalya, Turkey, from 15-16 November 2015. Ministers and governors discussed, inter alia: global economic developments and challenges, and related collective responses; progress in monitoring and adjustment of G20 growth strategies; and international financial regulation, tax agenda and climate finance issues.

On the post-2015 development agenda, ministers and governors: reaffirmed their commitment to promoting an enabling global economic environment for developing countries pursuing their sustainable development agendas; welcomed the positive outcomes of FfD3; stated the aim of scaling up technical assistance efforts to help developing countries build necessary institutional capacity in the areas specified in the Addis Ababa Action Agenda (AAAA); and looked forward to a successful outcome of the UN Summit for the adoption of the 2030 Agenda for Sustainable Development.

On climate change, participants, inter alia: welcomed the G20 Climate Finance Study Group Annual Report 2015 and the Organisation of Economic Co-operation and Development (OECD) Climate Funds Inventory; recognized developed countries’ ongoing efforts, and call on them to continue to scale up climate finance in line with their commitments; and noted that they are working together to reach a “positive and balanced outcome” at the UN Paris Climate Change Conference in December 2015.

Cevdet Yılmaz, Deputy Prime Minister of Turkey, described the meeting as “successful in terms of preparing us for our Leaders’ Summit in November.”

Close to 40 reports were presented ahead of the meeting by international organizations, development institutions and multilateral development banks (MDBs), including on: fiscal policy; investment strategies; investment by institutional investors; data gaps; and climate funds and finance.

The third G20 Finance Ministers and Central Bank Governors Meeting under the Turkish presidency was held from 4-5 September 2015, in Ankara, Turkey. In addition to finance ministers and central bank governors of the G20 member countries, the meeting was attended by invited countries and high-level representatives of relevant international organizations. A working dinner is expected to finalize the G20 finance track agenda for 2015 in Peru, on 8 October 2015.
