December 2010: The Forest Carbon Partnership Facility, managed by the World Bank, has released a working paper titled “Harvesting Knowledge on REDD+: Early Lessons from the Forest Carbon Partnership Facility Initiative and Beyond,” which highlights the importance of financial incentives and solid governance institutions.

The paper compiles observations from the Facility Management Team, based on the 2009 Annual Report of the Forest Carbon Partnership Facility. The report outlines ten key lessons learned on: building trust; coordination across sectors and developing political will; inclusion of stakeholders; the development of new techniques and tools; the creation of a bridge between local experience and national implementation; development of governance rules of the game; the need for clarity on methodological issues; the challenge of moving funds at adequate speeds; and the danger of framing REDD+ (reducing emissions from deforestation and forest degradation in developing countries, and the role of conservation, sustainable use of forests and enhancement of carbon stocks) as the solution to every problem.
