First Session of Plenary on IPBES Concludes, Plans Intersessional Work

At the first session of a plenary meeting on the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES), delegates deliberated on the rules and procedures of the platform, governance structure, host institution and physical location, as well as a number of legal issues relating to the establishment of the platform.

It was agreed that the work programme and discussion on the issue of membership will be continued intersessionally.

8 October 2011: The first session of a plenary meeting on the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) concluded with an invitation for institutions and governments to submit proposals for the institutional and physical hosts of the IPBES Secretariat.

The meeting convened from 3-7 October 2011, in Nairobi, Kenya, and was organized by the UN Environment Programme (UNEP). Participants considered the draft principles and procedures of the platform, its governance structure and processes, the selection of the host institution or institutions and the physical location of the platform, as well as the possible programme of work.

On legal issues regarding the establishment of IPBES, a key question discussed by delegates was whether UN General Assembly (UNGA) resolution 65/162 on the establishment of IPBES actually established the platform. On the platform’s structure, delegates called for a regional structure to be incorporated. On the functions and structure of bodies that might be formed under the platform, delegates considered the possible establishment of subsidiary bodies, an expanded bureau, the number of chairs and vice-chairs and the procedure for electing officers. Delegates emphasized that IPBES must ensure scientific credibility, maintain its independence, be small and efficient to minimize bureaucracy and take gender, traditional knowledge and the multidisciplinary nature of science into account.

Delegates agreed to continue the plenary’s work on the work programme of the platform and the issue of membership intersessionally. Countries may make submissions on the work programme until 15 December 2011. Governments and institutions also are invited to submit their proposals for hosting the platform to the Chair of the Bureau by 15 January 2012, for consideration at the second session of a plenary meeting on IPBES.
