ENARD Report Provides Recommendations for Future Transmission Systems Planning and Operation

A report by the International Energy Agency (IEA) Implementing Agreement on Electricity Networks Analysis, Research and Development (ENARD), recommends action be taken immediately to prepare for a future energy system and provides recommendation on transmission systems planning and operation.

2 February 2012: A report by Annex IV of the International Energy Agency (IEA) Implementing Agreement on Electricity Networks Analysis, Research and Development (ENARD), called “Transmission Systems: Final Report,” provides recommendations for the evolution of transmission systems planning and operation and calls for urgent investments to address transmission capacity challenges.

The report develops a vision of a future power system that is characterized by more diverse sources of energy generation, especially renewables, and larger uncertainty about system loads. The report argues that this will increase the need for power transmission capacity and energy storage. The report urges action be taken immediately due to the long time required for building new transmission infrastructure and for developing and deploying new operational approaches and technological solutions.

On the basis of an analysis of challenges and barriers, the report makes recommendations on: transmission expansion planning and market analysis; system operation management and security analysis; market design and regulation; technological developments; and increasing public awareness.The report provides analyses of the situation in the US and several European countries, including Denmark, Norway, Sweden, Finland, Belgium and Switzerland.
