16 August 2011: The UNFCCC Secretariat has published a withdrawal (FCCC/KP/CMP/2011/2) by Croatia of its appeal against a final decision of the enforcement branch of the Compliance Committee.

The decision regards questions of implementation relating to Croatia’s assigned amount and its commitment period reserve. Croatia was declared to be in non-compliance, was required to submit a plan to address its non-compliance within three months and is not eligible to participate in the market mechanisms until the enforcement branch determines that there no longer continues to be a question of implementation with respect to Croatia’s eligibility, and reinstates Croatia. The seventh session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP 7) is invited to consider the withdrawal by Croatia of its appeal against the final decision of the enforcement branch and to take any action it deems appropriate.
