20 March 2018: The Council of Europe has reported on its contributions to the SDGs, and the launch of a methodology the presents its actions on each of the Goals. In particular, the Council highlights its role in supporting SDG 16 (peace, justice and strong institutions) through development cooperation. The Council of Europe, which includes 47 member States, invests approximately €200 million in cooperation programmes that aim to contribute to the 2030 Agenda for Sustainable Development.

The Council of Europe notes its philosophy that “most, if not all” of its activities are relevant and contribute to the implementation of Agenda 2030. To ensure that both its methods and programme substance contribute to achieving the SDGs, the Council developed a ‘Project Management Methodology’ (PMM). The PMM data presents the Council’s pillar, sector or programme and its contribution to each SDG. Users can view a summary of the data or examine contributions by SDG.

Under its rule of law programming, for instance, the Council is implementing activities focused on ensuring justice, strengthening the rule of law and countering threats to the rule of law. It notes that these activities support progress under SDG 16 as well as efforts related to SDG 5 (gender equality) and SDG 8 (decent work and economic growth). More than 20 of the Council’s programmes are indicated as contributing to SDG 16.

Specific SDG pages list cooperation projects by sector. The Council’s ‘Culture, Nature and Heritage’ program is working towards SDG 13 (climate action), SDG 14 (life below water) and SDG 15 (life on land). Several other projects are also contributing to SDG 13, including projects on strengthening democratic governance and fostering innovation and on ensuring social rights through the European Social Charter project.
