The report proposes a framework for resilience building.

The report predicts that these characteristics are likely to increase the susceptibility of small States to economic and climate shocks, and notes that these are likely to increase in frequency and intensity.

The authors make a case for building the resilience of small States and propose a “governability assessment framework” as a basis for forward planning. They recommend that aid support should be aimed at promoting and improving economic stability, market efficiency, social development and environmental management.
