The first meeting of the signatories to the Memorandum of Understanding (MoU) on West African populations of the African Elephant, developed under the Convention on Migratory Species (CMS), was held from 30-31 March 2009, in Accra, Ghana.

A joint meeting of representatives from CMS and the CITES programme MIKE (Monitoring the Illegal Killing of Elephants) also took place on 1 April 2009, in Accra. Delegates agreed on a three-year work programme from 2009-2011, and CMS announced that it would provide EUR 30,000 towards its implementation. The MoU entered into force in November 2005 and currently has 13 signatories.
