CIFOR Study Examines Stakeholder Links in Peru

The Center for International Forestry Research (CIFOR) released 'An Analysis of REDD+ policy frameworks in Peru' focusing on the multitude of stakeholders and the generally high level of agreement among them.

CIFOR19 November 2014: The Center for International Forestry Research (CIFOR) has released a study, titled ‘An Analysis of REDD+ policy frameworks in Peru,’ which focuses on the multitude of stakeholders and the generally high level of agreement among them.

The study applies a policy network analysis to both government and non-governmental (NGO) actors in order to evaluate policy frameworks including the information network established under the national REDD+ programme to coordinate input and facilitate participation.

The study also makes use of a stakeholder analysis and direct consultations with REDD+ experts to identify key players. In the case of Peru, the brief notes that environmental NGOs are the most active actors in the policy framework along with the national government agency responsible for REDD+ coordination (MINAM) and intergovernmental organizations.

In addition to identifying key actors, the brief explores some of the challenges facing REDD+ in Peru including: the complexity of the REDD+ mechanism and the associated international framework, weak forest governance, and insufficient coordination and limited information flow between agencies and actors.
