The Executive Board of the Clean Development Mechanism (CDM) has agreed to allow flexibility in timing of the validation of monitoring plans for all scales of CDM project activities and programmes of activities (PoAs).
1 June 2014: The Executive Board of the Clean Development Mechanism (CDM) has agreed to allow flexibility in timing of the validation of monitoring plans for all scales of CDM project activities and programmes of activities (PoAs).
This flexibility means that the validation of complete monitoring plans by designated operational entities (DOEs) and approval by the Board can take place: at registration; at any time prior to the first request for issuance of Certified Emission Reductions (CERs); or at the first request for CER issuance. The Board hopes that this change will reduce the time to registration as well as the need for changes to project design documents while still maintaining the CDM’s environmental integrity.
CDM Executive Board Chair Hugh Sealy explained “this change smooths the way to project registration, but retains the same level of stringency ensuring each tonne of emission reduction represents a true reduction.”
The Board also agreed on other issues to simplify CDM processes and procedures, including in relation to CER issuance requests by PoAs and methodologies for rural electrification using renewable energy.
In addition, the Board considered matters relating to: the CDM’s future, performance management, policy issues,and relations with forums and other stakeholders. The Board’s 79th meeting took place from 28 May-1 June 2014, in Bonn, Germany. [CDM Press Release]
