CBD Secretariat Invites Views in Preparation for ICNP-2

In preparation for the second meeting of the Open-ended Ad Hoc Intergovernmental Committee for the Nagoya Protocol on Access and Benefit-sharing (ICNP-2), the Secretariat of the Convention on Biological Diversity (CBD) has invited submission of views and information on awareness-raising, the financial mechanism and resource mobilization, a global multilateral benefit-sharing mechanism, as well as compliance, and capacity building and development.

2 August 2011: In preparation for the second meeting of the Open-ended Ad Hoc Intergovernmental Committee for the Nagoya Protocol on Access and Benefit-sharing (ICNP-2), the Secretariat of the Convention on Biological Diversity (CBD) has invited submission of views and information on: awareness-raising; the financial mechanism, resource mobilization, and the need for and modalities for a global multilateral benefit-sharing mechanism; and compliance, capacity building and development.

ICNP-2 will be held from 9-13 April 2012, in Delhi, India. In accordance with recommendation 1/3 of the ICNP, governments, international organizations, indigenous and local communities and relevant stakeholders are invited to submit: views on proposed elements of an awareness-raising strategy for the Nagoya Protocol; and information on awareness-raising activities regarding the importance of genetic resources and traditional knowledge and related access and benefit-sharing issues, for consideration by ICNP-2. In addition, with regard to new issues to be addressed by ICNP-2, submissions are invited on: elaboration of guidance for the financial mechanism; elaboration of guidance for resource mobilization for the implementation of the Protocol; and the need for and modalities for a global multilateral benefit-sharing mechanism. Submissions are requested by 1 November 2011. With regard to elements and options for cooperative procedures and institutional mechanisms to promote compliance with the Protocol and address cases of non-compliance, taking into account the experience and lessons learned from other relevant multilateral agreements, submissions are requested by 1 September 2011.

Furthermore, in accordance with recommendation 1/2 of the ICNP, the CBD Secretariat has prepared draft questionnaires to collect information and views, by 15 September 2011, on: domestic needs and priorities for capacity building and development in support of the implementation of the Nagoya Protocol; and proposed elements of a strategic framework for capacity building and development under the Nagoya Protocol.
