Biosafety Protocol Framework and Action Plan for Capacity Building Released

The Secretariat of the Convention on Biological Diversity (CBD) has released the second edition of the 'Framework and Action Plan for Capacity-Building for the Effective Implementation of the Cartagena Protocol on Biosafety (2012-2020)', which aims to facilitate the implementation of the capacity building components of the Protocol's Strategic Plan.

Convention on Biological Diversity (CBD)4 December 2013: The Secretariat of the Convention on Biological Diversity (CBD) has released the second edition of the ‘Framework and Action Plan for Capacity-Building for the Effective Implementation of the Cartagena Protocol on Biosafety (2012-2020)’, which aims to facilitate the implementation of the capacity building components of the Protocol’s Strategic Plan.

Adopted by the sixth meeting of the CBD Conference of the Parties serving as Meeting of the Parties to the Protocol (COP-MOP 6), the Framework and Action Plan lays out an overall vision and defines objectives and the scope of capacity building under the Protocol.

The Framework and Action Plan provides focal areas, an operational framework, guiding principles, approaches, and strategic steps for capacity building for the development of capacity-building interventions. It further lays out an indicative list of activities that contribute to capacity building for the effective implementation of the Protocol in a strategic and focused manner.

The Framework and Action Plan will be reviewed in 2016, in the context of the mid-term review of the implementation of the Strategic Plan and the third assessment and review of the Protocol’s effectiveness. [Publication: Framework and Action Plan for Biosafety Capacity-Building (2012-2020)]
