The Summit was devoted to a “Grand Debate on the Union Government,” with governments discussing the proposal to develop a pan-African government. Among other issues discussed, the Summit adopted a decision on the position of Executive Secretary for the UN Convention to Combat Desertification (UNCCD), expressing appreciation and gratitude to the current Executive Secretary, Hama Arba Diallo, and recommending that the UN Secretary-General appoint another African to this post.
