The Asia Low Emission Development Strategies (LEDS) Partnership convened the 'Workshop on Accessing Finance for Green Growth and LEDS in Southeast Asia,' which aimed to help policy makers and project implementers understand and gain access to climate finance for low carbon and green growth in Southeast Asia.
March 2014: The Asia Low Emission Development Strategies (LEDS) Partnership convened the ‘Workshop on Accessing Finance for Green Growth and LEDS in Southeast Asia,’ which aimed to help policy makers and project implementers understand and gain access to climate finance for low carbon and green growth in Southeast Asia.
The event brought together about 150 government officials from Cambodia, Indonesia, Malaysia, Philippines, Singapore, Thailand and Viet Nam, as well as climate change experts and representatives from business, state and private banks, development organizations and global climate change funds.
Nguyen The Phuong, Vice Minister of Ministry of Planning and Investment (MPI), Viet Nam, opened the workshop with a presentation on his country’s National Green Growth Strategy, noting the need for government, non-state and international funding to support employment in green industries, agriculture, green infrastructure and other sectors. Orestes Anastasia, Co-Chair of the Asia LEDS Partnership, emphasized opportunities for green growth for poverty reduction, economic competitiveness and energy security.
The three-day workshop featured presentations and discussions on six core topics: climate finance and national climate finance strategies; assessing financing needs to support green growth and LEDS; mobilizing climate finance for Southeast Asia; in-depth review of selected climate finance options; designing national climate funds; and leveraging private sector financing.
In the discussions on each of these topics, participants addressed obstacles to climate finance and low carbon development for agriculture, forestry and other land uses (AFOLU). The workshop report includes an evaluation, which solicits and suggests follow-up activities for the Partnership based on participant responses. The workshop was held from 12-14 March 2014, in Hanoi, Viet Nam, with support from the Viet Nam Ministry of Planning and Investment, the US Agency for International Development (USAID), the SWITCH-Asia Network Facility, the World Bank, the Climate and Development Knowledge Network (CDKN), and the UN Development Programme (UNDP).
