ASEAN, UNISDR and the Global Facility for Disaster Reduction (GFDRR) convened the ASEAN Training Course on Urban Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA), which focused on the Handbook for Local Government Leaders on the Ten Essentials for Making Cities Resilient, prepared as part of UNISDR's Making Cities Resilient Campaign.
21 March 2012: The Association of Southeast Asian Nations (ASEAN), the UN International Strategy for Disaster Reduction (UNISDR) and the Global Facility for Disaster Reduction (GFDRR) convened the ASEAN Training Course on Urban Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA), which brought together 40 mayors, local government leaders and city officials from eight countries.
The course was held from 21-23 March 2012, in Manila, the Philippines. According to UNISDR, in 2011, over 85% of people affected by disasters internally were living in Asia. Course participants were introduced to the Handbook for Local Government Leaders on the Ten Essentials for Making Cities Resilient, prepared as part of UNISDR’s Making Cities Resilient Campaign.
The Campaign, launched in 2010, demonstrates local leadership and raises awareness of how efforts to reduce disaster risk are making cities safer and more resilient. The Ten Essentials for Making Cities Resilient include: organization and coordination of risk management; budget assignation; preparation of risk assessments; investment and maintenance of infrastructure that reduces risk; safe schools and health facilities; risk compliant building regulations and land use planning; education and training in disaster reduction; protection of ecosystems and natural buffers; early warning systems and emergency management; and the needs of survivors.
