Article 16 of the Stockholm Convention requires the Conference of the Parties (COP) to periodically review the effectiveness of the Convention on the basis of available scientific, environmental, technical and economic information, including reports and other monitoring information. At its second session, in May 2006, the COP adopted decision SC-2/13 on effectiveness evaluation, in which it agreed to implement the elements of the Global Monitoring Plan (GMP) and to establish a provisional ad hoc Technical Working Group (TWG) to oversee the plan. The secretariat, working with bureau members, established the TWG, which held its first meeting in October 2006.
