The second GFMD, chaired by the Government of the Philippines, is expected to build on the achievements and recommendations made at the Brussels Forum 2007 regarding policy and institutional coherence in linking migration and development, but will also place special emphasis on the human face of migration. The theme of the Manila GFMD 2008, “Protecting and Empowering Migrants for Development,” reflects a focus on human rights and empowerment of migrants on the ground. Three roundtable discussions have been proposed on: Migration, Human Rights and Development; Secure, Legal Migration can achieve greater development impact; and Policy and Institutional Coherence and Partnerships.
