Montreal Protocol OEWG 31

Delegates at the 31st meeting of the Open-Ended Working Group (OEWG 31) of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer are expected to discuss two proposals for amendments to the Montreal Protocol. The first has been submitted by the Federated States of Micronesia (FSM) and is similar to the amendment proposed by FSM in 2010 to control the production and consumption of HFCs. Canada, Mexico and the US have also submitted a proposed amendment, similar to the amendment they proposed at the twenty-second meeting of the Parties (MOP 22) in 2010, which aims to list 20 specific HFCs in a new Annex to the Protocol. OEWG 31 is also scheduled to consider several other issues, including the 2011 progress report of the Technology and Economic Assessment Panel (TEAP) and the TEAP’s initial recommendations for essential-use and critical-use nominations.
