This Nansen Initiative Regional Consultation on 'Natural Hazards, Climate Change, and Cross-border Displacement in the Greater Horn of Africa: Protecting People on the Move' will explore the issue of cross-border displacement as a result of disasters in the region. The event is being hosted by the Government of Kenya and will bring together representatives of governments, regional organizations, such as the African Union (AU) and the Intergovernmental Authority on Development (IGAD), UN agencies, Red Cross Societies, community- and faith-based organizations, academic institutions and non-governmental organizations (NGOs), and other stakeholders working on issues related to displacement, disaster risk reduction (DRR), disaster management, climate change adaptation, human rights and migration. The Consultation will begin with a technical workshop, followed by a dialogue on the workshop's outcomes and agreement for follow-up. The objectives of the Consultation are to: increase knowledge regarding displacement and human mobility dynamics in the region; identify challenges related to disasters and displacement; and develop concrete outcomes to enhance the region's preparedness and response to these challenges. An outcome document is expected to identify common displacement challenges in the context of disasters and climate change in region and recommendations on how to address them. The Nansen Initiative is a State-led consultative process intended to build consensus on developing a protection agenda addressing the needs of people displaced across international borders by natural disasters, including those linked to the impacts of climate change. In 2015, outcomes from the five Nansen Initiative regional consultations will be jointly addressed during a global intergovernmental meeting, where elements of a proposed “protection agenda” addressing cross-border displacement in the context of disasters will be discussed.
