As part of the implementation of Governing Council decision 22/1/IA on strengthening the scientific base of UNEP, the Executive Director was requested “to facilitate an intergovernmental consultation taking into account available funding, transparency, regional balance and adequate developing country participation, in preparation for the Governing Council/Global Ministerial Environment Forum at its eighth special session.” This meeting responds to that request.
