This is the first in a series of meetings aimed at negotiating a regional instrument for Latin America and the Caribbean (LAC) for the full implementation of the rights of access to environmental information, participation and justice as set out in Principle 10 of the 1992 Rio Declaration. Negotiations will be based on a Preliminary Document of the Regional Instrument, and are mandated to conclude by 2016, per the Santiago Decision of November 2014. Just prior to this meeting, on 4 May, a civil society capacity-building workshop will convene so that the LAC region can better engage in intergovernmental processes related to sustainable development and the post-2015 development agenda.
