Mandated by the resolution on arrangements in the interim period adopted by the Conference of Plenipotentiaries in Kumamoto, Japan, on 10 October 2013, the group has been established to develop the guidance called for in Article 8 of the Mercury Convention. Members have been nominated by the five UN regions. A limited group of 8 observers from industry and civil society have been invited by UNEP, as mandated in the resolution.
