The 2023 Global Stocktake Intersessional October Workshop will support the consideration of outputs, or political, component of the first global stocktake (GST) and develop elements and inform the work of the joint contact group of the GST. The workshop aims to allow parties to begin considering the substance of what they would like a GST outcome to look like and to identify areas of convergence and divergence that would benefit from further consideration.

The first GST, which is expected to conclude at the UN Climate Change Conference (UNFCCC COP 28) in Dubai, United Arab Emirates (UAE), in December, provides an opportunity for countries and stakeholders to see where they are collectively making progress towards Paris Agreement goals – and where they are failing. The two-year party-driven process looks at where the world stands on climate action and support, identifies gaps, and seeks to accelerate climate action. 

The Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA) mandated the Subsidiary Body Chairs to convene the October workshop to facilitate consideration of views on the elements for the consideration of outcome components based on the informal note by the co-chairs of the contact group. Participants will consider: elements for the preamble, context, and cross-cutting considerations, including elements related to equity and best available science; mitigation; adaptation; means of implementation and finance flows, including technology development and transfer and capacity building; loss and damage; response measures; and international cooperation for climate action.
