23 May 2011: The UNFCCC Secretariat has published the scenario note (FCCC/AWGLCA/2011/6) on the second part of the 14th session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA 14), which will take place from 7-17 June 2011 in Bonn, Germany.

In the note, the AWG-LCA Chair observes that during the first part of the session, which was held in Bangkok, Thailand, in April 2011, parties engaged in an in-depth exchange about the agenda for AWG-LCA 14 and the scope of its work ahead. The agenda, as ultimately adopted, provides a structure for the work of the AWG-LCA. The document indicates that the AWG-LCA must make operational the tasks that the COP has assigned to it and to find ways to move forward on the issues that are still to be concluded. The goal will be to initiate substantive work and to capture progress made wherever possible and to present the results of the work of the AWG-LCA to the 17th session of the Conference of the Parties (COP 17). The AWG-LCA Chair notes that in order to move forward on the goal of developing a comprehensive and balanced outcome to enable the full, effective and sustained implementation of the Convention through long-term cooperative action now, up to and beyond 2012, it is important for parties to develop a common understanding of the specific elements that will form this comprehensive and balanced package. The AWG-LCA Chair and Vice-Chair intend to undertake informal consultations with parties on the possible elements of such a package during the Bonn session. The Chair will also propose the establishment of one contact group, chaired by the Chair of the AWG-LCA, covering all substantive items of the agenda. The contact group will organize its work around the different workstreams reflecting the structure of the agenda: shared vision; mitigation (with its sub-items); adaptation; finance; technology and capacity building; review; legal options; and other matters.
