The UNFCCC Secretariat has reported that Afghanistan has formally submitted its intended nationally determined contribution (INDC), which sets out the country's intended mitigation contribution and its adaptation priorities.

In the INDC, Afghanistan outlines its intended contribution of reducing its greenhouse gas (GHG) emissions by 13.6% below the 2030 business-as-usual scenario, by 2030. It explains that this contribution is conditional on the receipt of international support. The INDC covers the energy, natural resource management, agriculture, waste management and mining sectors, and the following gases: carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O).

The INDC also sets out Afghanistan’s near- and long-term adaptation visions, goals and targets, including: reducing the country’s vulnerability and population by enhancing adaptive capacity and resilience, and deploying disaster risk reduction (DRR) approaches; and improving access by rural communities and farmers to water to support food security, reduce poverty and improve agricultural productions.

It indicates that mitigation efforts will include energy efficiency in households, transport, industry, services, mining, and agriculture. Afghanistan notes that its technology and support needs include energy efficiency in buildings and in the transport sector.

All Parties to the UNFCCC are expected to submit INDCs in advance of the Paris Climate Change Conference, which will take place in November-December 2015. Those submitted by 1 October 2015 will be included in a synthesis report on their aggregate effect by 1 November 2015. Parties are anticipated to agree on a global climate change agreement to take effect in 2020 at the Paris Climate Change Conference. [Afghanistan’s INDC]
