On 12 December 2006, the 5th Meeting of the Parties to the Agreement on the Conservation of Small Cetaceans of the Baltic and North Seas (ASCOBANS) met for a second session in The Hague, the Netherlands.
At this meeting, eight out of ten parties voted to merge the Secretariats of UNEP/ASCOBANS and UNEP/Convention on Migratory Species (CMS). On 31 December 2006, the ASCOBANS Secretariat therefore ceased to exist and Secretariat functions were assumed by the Secretariat of UNEP/CMS. The Executive Secretary of UNEP/CMS Robert Hepworth took over as Acting Executive Secretary to ASCOBANS on 1 January 2007.
