UNFCCC Updates Paris Agreement Progress Tracker, APA Presiding Officers Issue Documents

The Secretariat updated a progress tracker for the work programme under the Paris Agreement.

17 October 2017: In preparation for the UN Climate Change Conference taking place in Bonn, Germany, from 6-17 November 2107, the UNFCCC Secretariat published an updated progress tracker for the work programme under the Paris Agreement on climate change. Ad Hoc Working Group on the Paris Agreement (APA) Co-Chairs and facilitators of discussions on APA agenda items issued documents to help advance negotiations on implementation of the Paris Agreement.

The UN Climate Change Conference, presided over by the Government of Fiji, will include the 23rd session of the Conference of the Parties (COP 23) to the UNFCCC, the 13th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP 13) and the 47th sessions of the Subsidiary Body for Scientific and Technological Advice (SBSTA 47) and the Subsidiary Body for Implementation (SBI 47). The fourth part of the first session of the APA (APA 1-4) and the second part of the first session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 1-2) will also convene. The progress tracker for the work programme under the Paris Agreement indicates the responsible bodies, actors and timelines, and outlines the status of work on each item, along with next steps, where applicable.

To help advance negotiations under the APA, the Co-Chairs issued a reflections note on APA 1-3 held in May 2017. The note lays out the Co-Chairs’ reflections on the status of negotiations under the APA and on the way forward. It includes their “take-aways” from the May session, summarizes preparations for and organization of APA 1-4, and outlines some of the key issues related to agenda items under discussion, including mitigation, adaptation communications, the transparency framework, the global stocktake (GST), compliance and further matters related to Paris Agreement implementation. The co-facilitators of discussions under agenda item 3 (mitigation), issued a non-paper capturing convergence, divergence and options, where appropriate, based on Parties’ views expressed in their submissions of views on the guidance for features, information and accounting of nationally determined contributions (NDCs) under Article 4 of the Paris Agreement.
