UNFCCC Secretariat Publishes COP 23 Annotated Agendas

The UNFCCC Secretariat has issued COP 23, CMP 13, SBI 47 and SBSTA 47 provisional annotated agendas.

It has also published annotated agendas for APA 1-4 and CMA 1-2.

The APA is expected to address, among other issues, mitigation under NDCs, adaptation communications, the transparency framework under the Paris Agreement and matters relating to the global stocktake.

25 August 2017: The UNFCCC Secretariat has published the agendas for the meetings taking place during the 23rd session of the Conference of the Parties (COP 23) to the UNFCCC, which will convene in Bonn, Germany, from 6-17 November 2017.

The released documents include provisional annotated agendas for the 23rd session of the Conference of the Parties (COP 23) to the UNFCCC (FCCC/CP/2017/1), the 13th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP 13) (FCCC/KP/CMP/2017/1) and the 47th sessions of the Subsidiary Body for Scientific and Technological Advice (SBSTA 47) (FCCC/SBSTA/2017/5) and the Subsidiary Body for Implementation (SBI 47) (FCCC/SBI/2017/8).

The SBI is expected to discuss, among other issues: common timeframes for Nationally Determined Contributions (NDCs); development of modalities and procedures for the operation and use of a public registry; the annual technical progress report of the Paris Committee on Capacity-building (PCCB); and ways of enhancing the implementation of training, public awareness, public participation and public access to information so as to enhance actions under the Paris Agreement. The SBSTA is anticipated to consider, inter alia: the technology framework under the Paris Agreement; matters relating to Article 6 of the Paris Agreement (cooperative approaches); and modalities for the accounting of financial resources provided and mobilized through public interventions. Jointly with the SBI, the SBSTA will address modalities, work programme and functions of the forum on the impact of the implementation of response measures. COP 23 is anticipated to discuss, among other issues, preparations for the implementation of the Paris Agreement and CMA 1. In addition, the COP may consider matters related to the development and transfer of technology; the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts (WIM); capacity building; and matters related to finance. The CMP is expected to consider, inter alia: capacity building under the Kyoto Protocol; matters relating to the Clean Development Mechanism (CDM) and Joint Implementation (JI); and matters relating to the Adaptation Fund. The CMA is expected to consider organizational matters and matters relating to the implementation of the Paris Agreement, and will include a high-level segment.

The Secretariat has also issued annotated agendas for the fourth part of the first session of the Ad Hoc Working Group on the Paris Agreement (APA 1-4) (FCCC/APA/2017/3) and for the second part of the first session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 1-2) (FCCC/PA/CMA/2017/1). The APA is expected to address, inter alia, mitigation under NDCs, adaptation communications, the transparency framework under the Paris Agreement and matters relating to the global stocktake (GST).
