UNFCCC24 November 2014: The UNFCCC Secretariat has compiled into two reports a synthesis of the national communications (NCs) and biennial reports (BRs) received from Annex I parties to the Convention (FCCC/SBI/2014/INF.20/Add.1 and FCCC/SBI/2014/INF.20/Add.2). The Secretariat has also published an Executive Summary of the Compilation and Synthesis (FCCC/SBI/2014/INF.20).

The 2014 NCs are the sixth iteration of this form of reporting from Annex I parties. The BRs, which had to be completed by 1 January 2014, are the first received, as mandated in 2011 by the 17th session of the Conference of the Parties (COP 17). Among the conclusions outlined in the Executive Summary, it is noted that “Annex I Parties’ total GHG [greenhouse gas] emissions excluding LULUCF [land-use, land-use change and forestry] decreased by 10.6% during the 1990–2012 period.” Per capita emissions and energy intensity also declined over the same period, according to the report.

Addendum I of the Compilation contains information on policies and measures; past and projected greenhouse gas (GHG) emission trends; quantified economy-wide emission reduction target and progress towards the target; and provision of financial, technological and capacity-building support to developing country parties. Addendum II covers vulnerability assessment, climate change impacts and adaptation measures; research and systematic observation; and education, training and public awareness.

The documents will be considered by the Subsidiary Body for Implementation (SBI) at its 41st session in Lima, Peru, from 1-8 December 2014.
