15 May 2014: The UNFCCC Secretariat has published the report of the fourth part of the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP 2-4), held in Bonn, Germany, from 10-14 March 2014. The meeting aimed to: make progress on elaborating the content of the 2015 agreement, with a view to determining elements for a draft negotiating text by COP 20; initiate discussions that facilitate domestic preparations for nationally determined contributions (NDCs); and unlock practical and realizable opportunities for raising pre-2020 ambition.

During the meeting, an in-session workshop convened on domestic preparations for NDCs where parties shared experiences, as well as opportunities and challenges faced. In addition, UN agencies and relevant organizations briefed parties on support for such NDCs. ADP also launched work on the technical examination of opportunities for actions with high mitigation potential, including with adaptation and sustainable development co-benefits, particularly those related to renewable energy and energy efficiency. A briefing on the voluntary cancellation of certified emission reductions (CERs) also took place, which provided parties with practical information on how CERs generated by Clean Development Mechanism (CDM) projects can be used to close the pre-2020 ambition gap.

ADP agreed to establish a contact group to further the group’s work on the two workstreams (2015 agreement and pre-2020 ambition) to begin in June to continue substantive negotiations. UNFCCC Deputy Executive Secretary Richard Kinley said an additional ADP meeting has tentatively been set for October, although at least EUR1.5 million are still required, and parties were requested to make contributions to the Trust Fund for Participation.
