UNFCCC Publishes Scenario Notes for August Meetings

15 July 2010: The UNFCCC Secretariat has published the scenario notes for the 11th session of the Ad Hoc Working Group on Long- Term Cooperative Action under the Convention (AWG-LCA) (FCCC/AWGLCA/2010/10) and the 13th session of the Ad Hoc Working Group on Future Commitments for Parties under the Kyoto Protocol (AWG-KP) (FCCC/KP/AWG/2010/9), which will take place from 2- 6 August 2010, in Bonn, Germany.

The AWG- LCA scenario note indicates that the work of the group will continue in a single contact group, open to all parties and observer organizations, with this contact group launching spin-off groups to work on specific issues in the text. In the note, the AWG- LCA Chair suggests that the work at the 11th session focus on three tasks, namely elaboration, integration and negotiation of consensus outcomes. The note also indicates that the AWG- LCA should conclude its work on implementation modalities for all elements of the outcome, to the extent possible. It adds that, in cases where such modalities will not be fully elaborated this year, a clear work plan including the timelines and process for concluding the resolution of any outstanding issues and modalities should be elaborated.

Under the AWG- KP, the Chair proposes that the arrangements for the contact groups at AWG-KP 13 remain similar to those established at AWG- KP 12, with the focus of work remaining the same as was agreed at AWG- KP 11. A pre-sessional workshop on forest management accounting will be held on 30 July, and an in-session workshop on the scale of emission reductions to be achieved by Annex I parties in aggregate and the contribution of Annex I parties, individually or jointly, to this scale will be held on 2 August.
