Report of the 23rd Meeting of the JI Supervisory Committee Released

At its 32nd meeting, the JISC considered matters relating to determination and verification reports, as well as its annual report to the COP/MOP.

23 October 2010: The Report of the 23rd Meeting of the Joint Implementation (JI) Supervisory Committee (JISC), which was held from 21-23 October 2010, in Bonn, Germany, is now available on the JI website.

At its 23rd meeting, the JISC considered: matters relating to determination and verification reports; report to the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP) on a financial and budget projection up to 2012; the JI management plan and resources for the work on JI; and collaboration of the JISC with stakeholders.

Regarding determination and verification reports, the JISC considered requests for review of the determination regarding the project design document for the project “Utilization of coke gas with electricity generation by two 6 MWe CHP at ZaporozhCox Plant.” Taking into account the initial comments received from the accredited independent entity for the project and from the project participants, the JISC agreed to accept the determination subject to certain conditions, which are annexed to the meeting report.

The JISC also agreed on its annual report to the COP/MOP 6, which covers the period 24 October 2009 to 23 October 2010, and requested the Secretariat to finalize the report in consultation with the JISC Chair to incorporate the outcomes of this meeting. Once the report has undergone official editing, it will be available on the UNFCCC website. The report includes various recommendations designed to ensure the productive continuation of JI, to be considered by the COP/MOP, such as proposals for streamlining the JISC’s work programme, and for finding a more secure and sustainable financial model for undertaking JISC activities. One of such proposals is for the establishment of a unified track for JI, which would replace the two distinct regulatory tracks currently used – Track 1, involving national vetting of projects, and Track 2, involving international oversight by the JISC.

In addition, following the request from COP/MOP 5, the JISC took note of an update on the assessment process in the verification procedure and possible improvements to it. The JISC requested that the Secretariat prepare a summary of the JISC appraisals and expert inputs and make these available on the JISC extranet. It further requested the Secretariat to send a notification to JISC members and alternates in case at least one of the appraisals or inputs have a negative recommendation, with a view to implementing this in early 2011.
