4 December 2009: The Executive Board of the Clean Development Mechanism (CDM) has released the report of its 51st meeting, held from 30 November to 4 December 2009, in Copenhagen, Denmark, during which it considered matters relating to the operation of the CDM.
Regarding the accreditation of operational entities, the Board considered recommendations of the CDM Accreditation Panel (CDM-AP), and decided to: reject the applications of “Clouston Environment Sdn Bhd” and “Dahua Engineering Management Group Ltd,” based on issues raised in the initial desk reviews; re-accredit for three years the entity “Korean Foundation for Quality” for the validation and verification/certification functions in the specified sectoral scopes; and terminate with immediate effect the suspension of the entity “SGS United Kingdom Ltd.” On issues of general guidance relating to accreditation, the Board considered an updated presentation on the concept of materiality as it relates to the CDM, and agreed that the introduction of the concept and its use were premature at this stage of development of the CDM, but could merit further consideration at a future meeting. The Board also considered the shortlist of candidates prepared by the Secretariat in response to the call for experts to replace an outgoing CDM-AP member, and agreed to appoint Vinay Deodhar (India) for a term of two years.

In relation to methodologies for baselines and monitoring plans, the Board agreed to approve two and reject three of the new proposed methodologies, and to revise five approved methodologies. On the registration of CDM project activities, the Board, inter alia, reviewed 49 requests for registration and agreed to register, with corrections, 18 project activities and to undertake reviews of 31 project activities. The Board also considered matters pertaining to: CDM afforestation and reforestation projects; small-scale CDM projects; CDM programmes of activities; the issuance of Certified Emission Reductions (CERs) and the CDM registry; the CDM management plan and resources for the work on the CDM; transparency; relations with designated national authorities (DNAs), designated operational entities and independent entities, stakeholders, intergovernmental and non-governmental organizations.
