18 September 2015: The UNFCCC has published the 10th annual report of the Compliance Committee to the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP) (FCCC/KP/CMP/2015/3). The report summarizes the facilitative branch’s consideration of information in review reports and recommendations, with a view to advising Parties and facilitating implementation of the Kyoto Protocol.

The report, which covers the period from 6 September 2014 to 7 September 2015, contains information on the enforcement branch’s continued consideration of the delay in the submission by a Party included in Annex I of its national inventory report, as well as the effects of a Party’s withdrawal from the Kyoto Protocol on its reporting obligations.

Compliance Committee discussions on the outcomes of the second joint workshop with inventory lead reviewers are summarized, along with deliberations related to the scope of further joint workshops.

On organizational matters, the report: includes a note on membership in the Committee; discusses efforts related to transparency, communication and information; and relates that the Committee has not had to resort to electronic voting means. The main section summarizes activities of the plenary, the facilitative branch and the enforcement branch during the year. A final section goes over the immediate past and future budgets.

As required by the Kyoto Protocol, the report was written to inform the CMP of the activities of the Compliance Committee. The report will be considered by the CMP at its 11th session, which will take place in Paris, France, from 30 November – 11 December 2015.
