Compliance Committee Releases Report for Lima

In preparation for the 10th session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 10), the Compliance Committee to the CMP has issued its ninth annual report to the CMP.

The report (FCCC/KP/CMP/2014/2) summarizes the work of, and matters addressed by, the Committee during the period from 9 September 2013 to 5 September 2014.

UNFCCC17 September 2014: In preparation for the 10th session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 10), the Compliance Committee to the CMP has issued its ninth annual report to the CMP. The report (FCCC/KP/CMP/2014/2) summarizes the work of, and matters addressed by, the Committee during the period from 9 September 2013 to 5 September 2014.

The annual report includes sections on: organizational matters; work undertaken in the reporting period; and the budget for the work of the Committee. On work undertaken, the report describes the work by the plenary and the enforcement and facilitative branches of the Committee.

On activities of the plenary, the report summarizes discussions on, inter alia: the scope of its next joint workshop with inventory lead reviewers; privileges and immunities for members and alternate members of the Committee, and the implications of decision 1/CMP.8 for the work of the Committee in the second commitment period. On activities of the two branches, the report provides summaries of, among other things: the facilitative branch’s consideration of the potential early warning exercise; and the enforcement branch’s consideration of the delay in the submission by an Annex I Party of its national inventory report, and the effects of a party’s withdrawal from the Kyoto Protocol on its reporting obligations.

On actions to be taken at CMP 10, the report indicates that the CMP will be expected to consider the annual report and may also wish to: invite the CMP President to consult on nominations for the Committee; invite parties to make contributions to the Trust Fund for Supplementary Activities for the biennium 2014-2015; and address the matter of privileges and immunities for individuals serving on bodies under the Kyoto Protocol.
